No. The City of Phoenix does not provide bee removal for homes or businesses. When a colony is on private property, removal is the owner’s responsibility and the work is done by a licensed private company. The city’s involvement is limited to emergencies where people are actively being attacked.
When to call 911 instead of a bee company
Phoenix Fire Department responds to bee attacks to rescue and treat the people being stung, not to remove the colony. Crews use water fog from hose lines, plus a high concentration of Class A firefighting foam to make the water cling to the bees, while they move victims roughly 150 feet clear.

Does the City of Phoenix remove bees for free?
No. The City of Phoenix does not offer bee removal to residents or businesses. If the colony is on your property, arranging removal is your responsibility. The city’s only involvement is emergency response when people are being attacked, and Phoenix Fire’s own written procedure states that the fire department does not exterminate bees.
